In their Decision on Tolerance = and=20 Non-Discrimination, Ministers at the = Maastricht=20 Ministerial Council recognized the need to = combat=20 hate crimes, which can be fuelled by = racist,=20 xenophobic, and anti-Semitic propaganda on = the=20 Internet. They welcomed the offer by = France to=20 host in Paris in 2004 a forward-looking = event,=20 fully respecting the rights to freedom of=20 information and expression, on the = relationship=20 between propaganda on the Internet and = hate=20 crimes.

The OSCE Meeting will stress the = necessity=20 of initiating a broad debate on the = possible link=20 between racist, xenophobic and = anti-Semitic=20 propaganda on the Internet and hate = crimes, with a=20 view to identifying possible best = practices.=20 Participants will include representatives = from=20 governments, international organizations, = civil=20 society and the Internet=20 = industry.
